Procured under a Design-Build-Operate (DBO) contract, the project commenced in May 2016 with the construction works scheduled for completion in 2020/2021. The completed SWSTW Phase 1 will provide a daily treatment capacity of 200,000 m3 coping with the development in the area. The project will also upgrade the treatment level from preliminary treatment to chemically enhanced primary treatment plus UV disinfection to enhance the environmental performance of the treatment works.

The administration building and workshop under the project have obtained a Platinum Rating of Provisional Assessment under the BEAM Plus New Buildings from the Hong Kong Green Building Council. The project was also awarded “The Grand Award” for Contractors and Site Supervisory Staff under DSD’s Construction Site Housekeeping Award Scheme 2018.

Green Features

Site Aspects

  • Proactive approach to achieve greater integration of site planning and design issues in accordance with Urban Design Guidelines
  • Good landscape design that (i) has more than 40% soft landscape coverage, (ii) careful selection of native and adaptive species and (iii) contribute positively to the ecological value of the site
  • Use of pervious materials for a minimum of 50% of hard landscape area to reduce surface runoff

Materials Aspects

  • Use rapidly renewable materials, e.g. bamboo, wheatboard, etc. that account for at least 2.5% of all building materials / products
  • Use regional materials that were extracted and manufactured within 800km from the site which account for at least 20% of all building materials / products
  • Use sustainable forest products that account for at least 50% of all timber materials / products

Energy Use

  • Use of energy efficiency AC units that has coefficient of performance (COP) higher than that in BEC 2015
  • Adoption of fresh air demand control ventilation such that area with different operation hours shall be able to be switched off individually
  • Optimized lighting design with the use of LED or high-efficient T5 fluorescent that can reduce 30% lighting power density as compared to BEC 2015

Indoor Environmental Quality

  • Fresh air provision in common areas and increased ventilation in normally occupied areas
  • Optimized window area and use of flat roof skylight to improve penetration of natural lighting
  • Adoption of acoustic design in rooms such as office and laboratory where speech intelligibility is important

Water Use

  • Use of water-efficient sanitary fitment, such as urinal, water closet, water faucet, pantry tap, etc.
  • Adoption of dripline in all soft landscape area for efficiency irrigation

Innovations and Additions

  • Provision twin water tanks for flushing water system
  • IAQ excellent class
